Capture the tenant’s question and the exact statement they saw, then align that statement with the retained opening position at the same tenancy and cutoff. Build a bridge showing known source rows, later activity, disputed items, and evidence that is still missing. Keep the tenant’s question and the system snapshot together

Record what the tenant contests in their own terms, the statement version or screenshot they refer to, the date received, and a stable case reference. Identify the tenancy using established records instead of a name-only match. A resident who moved between units may have more than one historical ledger.
Retain the source opening report and the current statement independently. If the current report changes during research, save a new version and explain the change. Ask for a specific missing receipt or statement, not online banking credentials or an unrestricted account history. This evidence-preparation workflow does not set a dispute deadline or determine collection rights.

Build a same-cutoff bridge before comparing totals

Write the cutoff, currency and sign convention above the worksheet. Separate the position inherited at transition from activity posted afterward. Distinguish a negative credit from a positive amount due, and keep deposit information in its own labelled evidence category rather than silently netting it into rent.
Each line should point to a source row or say that the supporting record is missing. A statement total is evidence of what was displayed; it is not automatically evidence for every underlying charge. Do not insert an adjustment simply to make the difference disappear.

Handle evidence that does not line up cleanly

When a new record changes the comparison, preserve the old worksheet and explain the revision. The purpose is to expose the reason for a changed account explanation, including the limits of the available evidence.

Make the recipient able to continue the case

The handoff cover note should state the tenant’s question, compared statement versions, cutoff, arithmetic difference, disputed items, requested evidence, owner and next update checkpoint. A useful unresolved question is “Does source credit C-17 belong to this tenancy and was it reflected before transition?” rather than “Please fix balance.”
Confirm the recipient can open the restricted references. Preserve the tenant’s original submission and use a limited review copy where appropriate. The FTC’s business guidance supports collecting and exposing only information needed for the task; it does not provide a tenancy-specific records disclosure rule. Avoid sending another resident’s ledger while seeking a matching receipt.

Record the result without hiding the original discrepancy

A completed handoff means a named recipient accepted the evidence version and open questions. A resolved case additionally needs the reviewer’s documented disposition, references to any authorized account changes, and the version of the explanation or statement actually delivered. Do not mark a tenant as agreeing merely because a message was sent.
Retain the original comparison alongside later corrections under the applicable record policy. If a new source record changes the explanation, reopen the case with that reference. Lease interpretation, fee authority, payment allocation, deposit treatment and tax classification belong in their separate qualified review paths.
