An exception queue is useful only when someone can work it before its facts or deadlines decay. Adding a queue to an automated workflow does not create capacity, authority, or a resolution standard. The queue can grow quietly while dashboards continue to report that the automation is running.
This planner makes the staffing assumption visible. It divides available reviewer minutes by an entered average handling time, rounds down to complete packets, and allocates the resulting capacity through three declared lanes. The order is conservative, not universal: local duties, emergency facts, court or lease deadlines, provider windows, and your written policy may require a different sequence.

Make the result useful
A queue is an operating commitment, not an automation footnote
Measure packets rather than alerts. Ten alerts caused by one provider incident may be one root-cause investigation with ten affected records, while one accommodation request can require a complete, independently owned decision path. Normalize the unit of work before applying an average duration, and keep deadlines visible on each packet.
Consequence determines the authority ceiling; capacity determines how much the team can responsibly process. A lack of reviewers does not convert a human decision into an automated one. If the queue cannot meet its service and legal obligations, narrow the automated scope, stop producing low-value exceptions, improve the decision packet, or obtain qualified coverage.
Closure requires a verified outcome. A technical retry is not closed when the request is sent; it closes when the provider state is known and the source workflow is reconciled. A human decision is not closed when someone comments “approved”; it closes when the approved action, communication, record update, and required evidence are complete.

Cases touching housing eligibility, safety, legal action, accommodation, termination, or another high-consequence decision that remains human-owned.
Money or privacy packets
Cases involving payment, disbursement, deduction, sensitive resident/applicant data, or permission boundaries that require authorized review.

Low-consequence stopped work such as a missing vendor field, duplicate task candidate, delivery failure, or incomplete attachment.
Review capacity
Named authorized reviewers multiplied by focused hours actually available, not theoretical headcount or the entire workday.
Handling time
Active review minutes per comparable, decision-ready packet; exclude time waiting for another party and track that wait separately.

Capacity does not reach the routine lane
One reviewer has three focused hours and cases average 15 active minutes, so capacity is 12 packets. Three consequential and seven money/privacy packets consume ten slots; two routine packets are reviewed and ten remain. The backlog is visible instead of silently aging.
Consequential work exceeds capacity
Eight safety or legal-consequence packets arrive while authorized capacity is six. The result keeps two in the consequential lane and calls for coverage or paused intake. It does not push them into automatic execution or mix them behind routine cleanup.
The planner does not determine emergency response, statutory or contractual deadlines, fair-housing duties, reviewer qualifications, or the right priority for a specific case. Configure lanes and escalation with counsel, policy owners, and operational leaders as appropriate.

Why does this planner avoid a risk score?
A single score can conceal the actual consequence, deadline, authority, and missing evidence. This planner uses named lanes and explicit capacity so a reviewer can understand why one packet is first and what remains. A local policy can refine the order using real obligations.
What is a decision-ready exception packet?
It identifies the stopped action, reason code, affected property or record, source evidence, current provider or workflow state, relevant deadline, allowed next actions, assigned reviewer, and the receipt required to close it. An inbox subject line is not a complete packet.
How should I choose average review minutes?
Use recent completed packets from the same lane or workflow, excluding idle waiting time, and update the assumption when the process changes. If consequential cases vary widely, plan those individually instead of relying on one average.
Can AI resolve routine exceptions?
AI can gather records, detect missing fields, draft explanations, or retry a demonstrably idempotent technical step within policy. It should abstain when facts conflict, authority is missing, the outcome is uncertain, or the case affects housing, legal rights, sensitive data, or unapproved money movement.
