How this tool works.
A blanket AI on/off switch is too coarse for property operations. Drafting a maintenance acknowledgement, sending a payment already approved, changing a lease term, and deciding whether to deny an applicant carry different consequences even if one system can technically perform all four.
This builder applies a conservative hierarchy to one action at a time. It does not calculate a synthetic risk score. A consequential housing or binding legal decision stays with a person; money movement, sensitive data, irreversibility, or missing evidence raise the workflow to approval.

Make the result useful
Design authority around effects, not feature names
Start with the smallest external effect. “Handle maintenance” is not one action: intake, acknowledgement, severity suggestion, vendor outreach, appointment confirmation, access disclosure, spend authorization, payment, and closure each need their own authority. A workflow is only as safe as the least controlled step in that chain.
Preparation can be valuable even when execution is human-owned. The system can extract the lease clause, gather the payment history, identify missing evidence, draft a neutral summary, and place the packet in a review queue without deciding the resident’s rights or sending a consequential notice.
Evidence has two sides. Before execution, the action needs authoritative source records and a policy version. After execution, it needs a provider response or other receipt, timestamp, actor, outcome, and exception state. An intent log that never proves what happened is not a complete action record.

Whether the action changes housing access, tenancy, legal obligations, money, privacy, or another person’s position.
Reversibility
Whether a responsible reviewer can stop or correct the step before its external effect.
Source evidence
The authoritative record, effective policy, and current facts required to support the step.
Outcome receipt
Independent evidence that the provider accepted, rejected, settled, delivered, or otherwise completed the action.
Calculation lens
Authority ceiling = the strictest applicable gate. A human-only consequence overrides approval or bounded-execution eligibility.
The result is a recommended operating boundary, not a probability, compliance score, or statement that a vendor has implemented the controls.

Routine acknowledgement
A maintenance request acknowledgement that quotes the resident’s submitted issue, exposes no extra data, can be cancelled, and retains delivery evidence may fit bounded execution. Urgency classification and vendor authorization remain separate actions.
Deposit deduction
A system may assemble the move-in record, photos, invoices, lease terms, and draft itemization. Because the deduction affects money and may carry jurisdiction-specific duties, this framework keeps the decision and external issuance with a person.
This framework is intentionally conservative and cannot determine applicable law, contractual authority, model reliability, data protection compliance, or whether a specific product actually enforces the displayed boundary.

Should a confidence percentage grant authority?
No. Model confidence can inform abstention, but authority should come from a reviewed policy tied to the action’s effect, data, role, amount, evidence, and exception path.

Why does sensitive data trigger approval here?
